Single Family Home & Multifamily Development

Step 1.Check project eligibility.

Confirm that your development project is within the incorporated limits of the city of Clearwater and confirm the development rights of the property will accommodate the potential development project.

Step 2.Review potential affordable housing development incentives and funding programs.

 

Step 3.Contact the city of Clearwater’s Affordable Housing and Community Development Division to discuss project.

When possible, it is best to provide a project budget, draft proforma and conceptual elevations prior to or at this meeting. 

 

Step 4.Project will be referred to Building Plan Review Committee or proceed to Step 5. 

 

Step 5.Gather documentation ahead of completing incentives application.

  • Affirmative Marketing Plan
  • Articles of Incorporation
  • Audited Financials
  • Borrowing Resolution (If not included as part of By-Laws)
  • Budget & Proforma (If rental)
  • Bylaws of Corporation
  • Current Financial Statement
  • IRS Certification Showing the Organization EIN Number
  • Letter of Intent
  • Preliminary or Conceptual Site Plan
  • Required Insurance Policies

 

Step 6.Create user account and complete the Affordable Housing Application on the Neighborly Participant Portal to apply for incentives such as reduced permit fees, density bonus, and funding assistance. 

 

Step 7.A Housing staff member will contact applicant with initial incentive approvals.

 

Step 8.The planning and development review process will vary dependent upon the specifications of the project and required code flexibilities.
