How to Review Comments and Submit Revisions

Plan Review Times Extended Due to High Volumes

We have received an influx of permit applications recently, and we appreciate your patience while we review them. Our team is working hard to get back to you as quickly as possible. We continue to strive to meet our target times for plan review, but currently, some are taking longer, so some target review times have been extended.

You may continue to check the status of your permit online at epermit.myclearwater.com. Any extended timeframes will be reflected in the system. Thank you!

A response to comments submittal can only be made once all reviews are completed.

Notification regarding review comments will be sent via email. The links provided in the email will lead you directly to the Issues or Conditions page in the Plan Room on our online portal. Log-in may be required before the page displays.

Issues are items that will need to be addressed and fixed prior to plan approval. Once created, each open issue will require a brief response in the Plan Room prior to a new review cycle being available to submit revisions.

Conditions are items that may require action by the customer but do not need to be addressed prior to plan approval. Unlike issues, conditions do not require a response in the Plan Room. However, while the project is being inspected, conditions will need to be met before final approval can be granted.

C of O Conditions – C of O Conditions are items that need to be met prior to completing a permit or prior to obtaining a Certificate of Occupancy. These types of conditions will not hold up record review or issuance. These items may be found in either the Digital Plan Room, in the standard Conditions Report found on the record’s summary page, or both.


If you did not receive an email but are associated with the record, you may still view and respond to the issues in the Plan Room. It is possible that the email may have been caught in spam or junk mail, or a company's firewall. Add CityOfClearwater@MyClearwater.com to your contacts to receive our emails.

Step 1.Review Comments

  • Login to ePermit and click on "My Records".
  • Type the full record number in the global search box towards the top right of the webpage. If the record is found, you will be automatically directed to the record’s summary page. If there is more than one search result, you will see a list of results from which you can click the desired record to proceed to the record’s summary page.
  • Once you are on the record’s summary page, you will see a link for the Plan Room if you are associated with that record.
  • Select either "Issues" or "Conditions"
  • The “Attached To” column displays what page or document a comment is attached to (if any).
  • Click on a comment that is attached to a sheet or document and it will open that sheet or document with the comment displayed in the same window. If the comment is not attached to a page or document, a general pop-up will display with the comment in the same window when it is opened.
  • Filter your comments between "status" and "discipline" by clicking the Filter dropdown in the top-right hand corner.
  • To print your comments, press the print icon located to the left of the "Filter" icon in the top right-hand corner.

Step 2.Generate A Report

Reports can be generated with all Conditions present or with only “Not Met” Conditions. Select your preference and click "Submit" to generate the general Conditions Report.

Step 3.Respond to Comments

Navigate back to the "Plan Room Issues" page to view a list of the issues on a record. All issues that require attention should be in “Open” status. 

  • Open the first issue you will respond to by clicking on it. If the issue is associated with a sheet or document, that sheet or document will display with the issue details located on the left and markups (if any) located directly on the page. Issues and markups are color coded by discipline. 
  • Type a response to the issue in the section labeled Applicants Response. Please provide any details important to resolving the issue to help facilitate the review process then click Save.
  • After clicking save, you will be brought back to the Issues page. The previous issue’s status will have changed to “Answered”. Repeat these steps until all issues are answered. 
  • After all issues are answered, click the “Uploads” link to proceed with revised sheets submittal. 
    You must respond to all issues. You will not be able to proceed with a response submittal until all issues are answered. Partial responses are not accepted.

Step 4.Begin Review Cycle #2

Note that a new Review Cycle Package is available. Click “Resume” to proceed with your upload. 

  • Add a description of the plans or documents you are uploading for this new review package and then click "Continue"
  • Drag and drop or click "Browse" to upload files
  • Select the document type from the dropdown menu then type a concise description for each file. Click “Upload and Validate” when your file selection is complete. 
  • Correct any file or signature issues (if present) and re-upload as necessary. Once all files have a status of “Validated,” proceed by clicking the “Process Files” link. 

Remember that you will now only be required to submit revised sheets. Full sets are not needed.

Step 5.Sheet Versioning 

A pop-up will display your file processing progress. You may close the window if you choose. Once all files are processed, you will land on the sheet versioning page. Verify all sheet titles, make changes as needed, then click “Continue” to proceed.

It is extremely important that the sheet titles of the revised sheets uploaded match the sheet titles of the initial submittal. If they do not match, the revised sheet will not be recognized as a subsequent version of the original. If you don’t remember the original sheet title, refer to the list of issues on the Issues page. The sheet title will be referenced in the “Attached To” column.

Step 6.Submit Your Response

Confirm all necessary files are uploaded and all issues are answered. Click “Finish” to submit your response.  

You will see a banner confirming that your submittal was successful. Department staff will be notified of your submittal automatically.
