Apply for a Department of Environmental Protection Permit

If your event is taking place on the beach, you are required to contact Department of Environmental Protection (DEP) to apply for a Coastal Construction Control Line (CCCL) Permit and provide the Special Events Office with a copy of your permit during the permitting process.

The Coastal Construction Control Line (CCCL) Program regulates structures and activities which can cause beach erosion, destabilize dunes, damage upland properties or interfere with public access. CCCL permits also protect sea turtles and dune plants. 

Online Form

You must gather a number of items before applying for a DEP permit. The steps below are instructions on how to submit a CCCL Permit Application and associated forms and plans online, a reply to a Request for Additional Information, or submittal of other required forms or documents:

Step 1.Download the application

Step 2.Make sure you are using the right Adobe reader. 

In order to complete DEP electronic forms, you must have Adobe Reader 8.0 or higher. We suggest that you download Adobe Reader 11, which is free.

Step 3.Sign the form electronically

If the form requires a signature, sign the form electronically by clicking on the signature field and following the step-by-step instructions.

Step 4.Save the form with the correct title

Save each form with a title as follows: “FormName-ApplicantName” for new applications (e.g., CCCLApplication-JohnSmith), or “FormName-FileNumber” for submittal of other forms or requests.

(Note: that all application backup documents that are 11” x 17” or smaller can be combined with the completed CCCL Application form into one PDF.)

Step 5.Fill out the permit fee worksheet

For individual administrative and general permit applications, fill out the Permit Fee Worksheet to determine the applicable permit fee.

For emergency permit applications, no permit fee is required.

Save the form using the instructions above, and print the form and mail it with your payment (include the applicant’s name as it appears on the application or include other specific identifying information) to:

It is recommended to mail the permit fee the same day the application is submitted. Alternatively, you may mail the permit application fee when you receive the e-mail confirmation that your application has been received, which will contain an application file number that you may include on the check and/or cover sheet.

Step 6.Click "Submit"

Click the "Submit" button on the webpage or open an email to cccl@dep.state.fl.us.

Step 7.Attach your documents

Attach all required saved and named forms to the e-mail (or combine like-sized documents as noted). If files are greater than 20 mb,  they may be uploaded to DEP’s external FTP Site using the naming conventions outlined above. The CCCL FTP Site is located at: ftp://ftp.dep.state.fl.us/pub/incoming/CCCL

Step 8.Type in your subject and message

Label the subject line using the following format: Type of Submittal (CCCL Permit Application, CCCL General Permit Application, Request for Additional Information reply, name of required form submittal, etc.) / Applicant Name (or Permittee Name if issued) / County (or CCCL application number or permit number if known).

For example: "CCCL Permit Application / John Smith / Pinellas County"

Step 9.Electronically seal your documents

The electronic survey and engineering plans (the site plan, grading plan and cross-section plans) must be electronically sealed. If an electronic engineering, architectural or surveyor’s seal has not been purchased, below is a list of vendors that offer electronic seals:

Guidelines

You will need the following items to complete the permit application:

  • Sufficient evidence of ownership and a legal description of the property. (Recorded warranty deeds are preferred.) (Save as Ownership-ApplicantName or combine with application)
  • Written evidence provided by the appropriate local governmental agency having jurisdiction over the activity, that the proposed activity, as submitted to the Department, does not contravene local setback requirements or zoning codes. (Save as LocalLetter-ApplicantName or combine with application)
  • A signed and sealed survey of the subject property. (Save as Survey-ApplicantName separate from the application)
  • For structures with proposed permanent exterior lighting, a dimensioned lighting plan drawn to an appropriate scale that includes a fixture table and cut sheets for all fixtures. (Save as LightingPlan-ApplicantName) (Note that plans larger than 11” x 17” may be combined together in order into one PDF saved as Plans-ApplicantName)
  • A dimensioned site plan signed and sealed by an architect, engineer, landscape architect, or professional survey and mapper (as appropriate) licensed in the state of Florida. (Save as SitePlan-ApplicantName or combine with other plans)
  • A grading plan signed and sealed by an architect, engineer, landscape architect, or professional survey and mapper (as appropriate) licensed in the state of Florida that includes a table detailing cut and fill volumes. (Save as GradingPlan-ApplicantName or combine with other plans)
  • A cross-section signed and sealed by an architect, engineer, landscape architect, or professional survey and mapper (as appropriate) licensed in the state of Florida. (Save as CrossSectionApplicantName or combine with other plans)
  • Details, including engineering design computations (when appropriate), for any proposed waste discharge onto, over, under, or across the beach and dune system, including but not limited to storm water runoff, swimming pool drainage, well discharge, domestic water systems, and outfalls. (Save as DrainagePlan-ApplicantName or combine with other plans)
  • An anticipated construction schedule. (Save as Schedule-ApplicantName or combine with application)
  • A detailed planting plan, including the location of proposed plants, existing native vegetation, and plants to be removed. Plans shall include a plant list with both scientific and common names. (Save as PlantingPlan-ApplicantName or combine with other plans)
  • For major or rigid coastal (armoring) structures, a copy of a dimensioned site plan drawn to an appropriate scale, on 8.5” x 11” paper. (Save as ReducedSitePlan-ApplicantName or combine with application)
  • For major or rigid coastal (armoring) structures, a copy of a dimensioned cross-section drawn to an appropriate scale, on 8.5” x 11” paper. (Save as ReducedCrossSection-ApplicantName or combine with application)
  • For major structures, a copy of detailed final foundation plans and specifications. (Save as FoundationPlan-ApplicantName or combine with other plans)
  • For rigid coastal (armoring) structures only, a copy of a site plan and detailed final construction plans and specifications for all proposed structures. (Save as Armoring ConstructionPlansApplicantName or combine with other plans)
