How to Start Service

If you are new to Clearwater or have moved to a new home in city limits, follow these steps to connect to the city's utilities and gas services.

Step 1.Gather Your Documents and Information

Make sure you have your personal information, such as your service address, driver's license and date to start utility service.

Step 2.Expedite Service

To expedite the start of the services, please attach the following documents to this form submission:

  • Photo ID (required)
  • Lease (required, if applicable)
  • Proof of Ownership (required within 10 days of starting service, if applicable)
  • Letter of Reference

If you are not able to provide proof of ownership during the form submission, you will need to provide it within 10 days of starting service.

  • Applicants requesting utility service as an owner must provide proof of a settlement statement, deed, title or purchase agreement.
  • Applicants requesting utility service as a tenant must provide proof of a lease or a written letter of authorization from the owner of the property if a lease is not available prior to the start of service.

Step 5.Pay a Deposit

Most accounts require the payment of a deposit before service can start. Clearwater Utility Customer Service can waive deposits with a letter of reference from another utility company, which must show that the applicant has had good account experience during the most recent 12-month period, or the last 12-month period of service by the public utility, if occurring within the preceding 24 months. Requests beyond this period cannot be approved, according to the terms detailed in the city code of ordinances (Appendix A, Section XXIII, Subsection J). In order for a deposit to be waived, the account must also have had no returned checks, no disconnections, and no more than two late payments. The deposit can be paid after an account number and deposit quote are provided following the completion of the form in step 3.

Your utility service will begin on your start date after documentation has been provided, the deposit has been paid, and a confirmation of payment is provided to Utility Customer Service.

Step 8.Pay Your Bill When Received

Utility accounts are billed monthly for services already rendered. Utility bills are due upon receipt and become past due 21 days from the statement date. Accounts not paid by the past-due date will be billed a late charge of $3 or 2% of the past-due amount, whichever is greater, to a maximum of $250.

Utility Deposit Information

  • In general, payment of a security deposit that is equal to two times the average monthly bill is required at the time utility service is requested. 
  • The security deposit is applied against any outstanding balance when the utility account is closed.  
  • Interest on deposits is credited to accounts annually according to an index rate as provided by city ordinance.  
  • Applicants for residential utility service may satisfy the deposit requirement by producing a letter of referral from another utility that confirms that the customer has established a good payment record. In general, such referral letters should be received prior to the date when service is requested to begin.  
  • Applicants for non-residential utility services must place a cash deposit before the utility service will be connected.  
  • Alternatives to a cash deposit for non-residential accounts include a Surety Bond (obtained through an insurance company) and an Irrevocable Bank Letter of Credit. Such alternatives are subject to acceptance by the city of Clearwater. Detailed information regarding these alternatives is available upon request.  
  • Accounts that become past due may be subject to a deposit increase.  
  • Deposits for residential utility service may be refunded after 12 months of service, provided that a good payment record has been established. A good payment record would be no more than two past-due notices (penalty charges) in 12 months, no non-sufficient fund checks, and no disconnections for non-payment of bills.
