The charges on your city of Clearwater utility bill are based on the services available and your consumption. Each service provided has a minimum availability charge to recover a portion of the fixed costs of providing the service to the location.
 
Locations in city limits with a meter that is 5/8th inch will receive a minimum bill for usage from zero to four units (zero to 2,992 gallons).
 
As of October 2023, the minimum bill for Clearwater utility customers in city limits is $117.84. The charges that make up the minimum bill are the following:
  • Water: $26.58 
  • Wastewater: $36.60 
  • Solid Waste $34.62  
  • Recycling $3.51  
  • Storm water $13.87 
  • Utility tax $2.66 
Availability fees may apply for water, reclaimed, and other services. Clearwater's schedule of some utility and miscellaneous fees increased effective March 6, 2024, and will increase again in October 2024.
